This is a subjective call. The simple act of a teammate, kicking the ball with their foot and it ending up in the goalkeeper’s hands is not enough for this to be an indirect free kick. The referee needs to believe that this pass was deliberately intended for the Goalkeeper. The laws of the game defined goalkeeper control of the ball very different differently than the common definition or as it is seen in other sports. Per the laws of the game, it looks like the goalkeeper has “control”. These laws are designed to protect the goalkeeper. Many goalkeepers can tell you horror stories of having hands and fingers and wrist broken because players came in too aggressively when they were trying to collect a ball. The constant whining about every perceived injustice has become comical. Yes, mistakes by referees will be made and fouls on the field will be missed, but accusing referees of bias is insulting to the referees who are simply doing their job to the best of their abilities. This is a brutal call for any Referee to have to make. The margins are so slim. I think 99% of referees would call this as a foul in favor of the goalkeeper. in super slow motion with multiple angles, it does look like the attacker got to this ball a fraction of a second before the goalkeeper got a touch on it. Coaches should definitely have some Laws of the Game training. Whoever taught these girls, this play has definitely never spent any time as a referee to their detriment. Even if you don’t consider what the first penalty taker did as a “feint” after she completed her run up, there is definitely a yellow card offense for the second attacker who comes in to take the ball when they were not originally identified as the penalty taker.
